Village Board Minutes December 1, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the agenda was passed on a motion by Dennis Cravillion and seconded by Tim Kinnard.

Bruce informed the board that he will take the phosphorous test over again

Bruce also informed the board that the manhole covers for 12 of the 18 were replaced.

Dennis Helwig will check the computer at the Sewer Plant.

Bruce needs help for the garbage and recycling on the 11th of December. The board might have to look for a part time person to help with the Village chores.

Bruce will get a price on a skidster in place of the John Deere tractor.

There was a drill with the Fire Department and the radios did not work again.

The bills were approved on a motion by Tim Kinnard and seconded by Troy Alsteen.

The Legion donated $1000.00 to the Fire Department. Matt Gunderson has left the Fire Department and the Board would like to Thank Him for his years of service. Jacob Kinnard also left the department since he has moved out of the Village and the Village would like to Thank Him also for his years of service

The budget was reviewed and on a motion by Tim Kinnard and seconded by Francis Gilson the budget was approved as read. The budget for the village is $123394.79 with the total for the Village of everything is $546835.36. The mill rate for the Village is .0039909985 and the total for all of .0176864769. The residents are reminded that we pay for any resident using the Brown or Manitowoc County Libraries

The next meeting will be January 12 at 7:00 PM. On a motion by Francis Gilson and seconded by Dennis Cravillion the meeting was adjourned since there is no further business.

Village Board Minutes October 13, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the President Kelly Pinchart opened the meeting. On a motion by Dennis Cravillion and seconded by Francis Gilson the agenda was passed as presented.

Bruce will contact Miesler Construction to remove the brush at the sewer plant and haul it away.

Bruce would like to have the driveway at the fire house and the basketball court at the park sealed.

Bruce will get a quote to sell the tractor and purchase a skidster.

The steps behind the house on 3rd street that go to a sewer lift have to be replaced. Bruce will look into the replacement.

Troy Alsteen will talk to the residences on the north side of Main Street on the east side of the Village. Someone is putting grease down the sewer lines and it is plugging it up.

Bruce is still having problem with the radios and there is no answer to the problem.

On a motion by Francis Gilson and seconded by Dennis Cravillion the bills will be paid as presented.

The bills for the Sewer backups on Main St. will be sent to our insurance company.

The LRIP grant for road will be around $12000.00 and we will take it to do the roads in the subdivision as we did this year.

Village Board Minutes September 8, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With the board members present the President Kelly Pinchart opened the meeting and on a motion by Tim Kinnard and seconded by Troy Alsteen the agenda was approved as read.

Thad Majkowski and Dean Zanon from Cedar Corp were present to discuss the report that is due September 30 to the DNR concerning the Phosphorus Operational Evaluation. The amount must be .075 per milliliter for WPDS Permit. Some of the work and decisions must be done at the end of 2 years.

Cedar Corp will help us to comply with the numbers to give to the DNR. They will also help us get to the numbers that the DNR wants.

We will start in 2016 and everything should be done by 2023. We have a contract with Cedar Corp for this portion. We will get a new contract for the next section.

A valve at the Sewer Plant must be replaced at $1800.00.

The doors at the Village Hall are all painted.

The Fire truck that is getting fixed is a little better and should be getting better.

A calendar for garbage and recycling for December will be on the web site and the dates is Garbage December 4,11,18,28, January 4. Recycling December 11,28

On a motion by Tim Kinnard and seconded by Troy Alsteen the bills will be paid as presented.

ANS sent us a quote to maintain the siren for $650.00. Bruce will check with the Company and ask how much it will cost us if we only call them as needed.

On a motion by Troy Alsteen and seconded by Dennis Cravillion to approve the minutes as read.

The Liquor License for the Fire Department concerning the Milk Bottle Tournament was approved on a motion by Tim Kinnard and seconded by Dennis Cravillion.

The next meeting will be Special concerning building codes on October 6 at 7:00 PM

The regular meeting will be October 13 at 7:00 PM.

Trick or Treat for Halloween will be November 1 from 12 -2PM at houses that have porch lights on.

No further business and on a motion by Tim Kinnard and seconded by Dennis Cravillion the meeting was adjourned.

Village Board Minutes August 11, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With the board members present President Kelly Pinchart opened the meeting with Tim Kinnard making a motion to accept the agenda and Troy Alsteen seconded the motion.

The home owner Alfred Thorton in the sub division needs a covenant and the surveyor gives them the footage and title for the lot to the north of their home. They want ˝ of the lot for $5000.00 when the lot is surveyed the deed will be given to the home owners.

Bruce found 13 manholes that have pin holes. It will cost $125.00 per manhole to replace. On a motion by Troy Alsteen and seconded by Tim Kinnard to replace all the covers.

Lori Heraly and Sue Vincent from Heraly Carpentry helped Bruce make many copies from the Sewer plant and give to the engineer. The board would like to thank them.

There are a few repairs at the Sewer plant and Bruce will take care of the problems.

It will cost $350.00 for the doors downstairs and $300.00 for the doors upstairs to repaint them.

The Casco A’s used 7 bags and a bill will be sent to them for diamond dry.

Bruce still having problems with the fire truck after having it repaired. There are more problems and will get it fixed.

Brian Peot will survey the lots in the sub division and the property that the Village bought from the Fameree boys.

On a motion by Dennis Cravillion and seconded by Tim Kinnard to approve the over runs to the existing quote.

The bills were reviewed and on motion by Francis Gilson and seconded by Troy Alsteen they will be paid as presented.

The minutes were approved on motion by Francis Gilson and seconded by Dennis Cravillion.

There will be a meeting on October 6 at 7:00 with the Building Inspector to upgrade the Building Codes.

Next regular meeting September 8.

Village Board Minutes July 14, 2015

REGULAR MEETING CASCO VILLAGE BOARD

The president Kelly Pinchart opened the meeting and on a motion by Dennis Cravillion and seconded by Troy Alsteen the agenda was passed.

The Casco A’s purchased 2 pitching rubbers and a spare home plate. The Village would like to THANK THEM for helping with the expenses for materials to make the park a better place.

Myron Abts informed Bruce that he cannot do garbage pickup because of his shoulder problems. Bruce will look for a person to help him with the garbage.

There will be diamond dry at the park at a cost of $15.00 per bag even if only some of it is used. Anyone wanting the diamond dry must contact Bruce.

Bruce informed the board that he and Luxemburg for sure are still having trouble with the digital pagers.

The fire department has concerns with engine 452 and has gotten a quote for $6452.03 for the problems that are known at this time. On a motion by Francis Gilson and seconded by Dennis Cravillion the fire truck can be fixed for the quote that was given to the board.

Bruce informed the board that the cookout at BMO was a great success with all the donations and the food that was bought. The Village is very thankful for the work that BMO has done to make this a success for the Fire department

There was a lot of water going into the Sewer plant with all the rain. Bruce will check into replacing the tops to the sanitary sewers that have pin holes in them.

It has come to the attention of the board that some residents are parking on the streets overnight. There is NO OVERNIGHT PARKING ON THE STREETS IN CASCO ALL YEAR.

On a motion by Troy Alsteen and seconded by Francis Gilson to accept the bills as presented.

The minutes were approved on a motion by Dennis Cravillion and seconded by Francis Gilson.

The building inspector would like a special meeting to discuss the building codes. Kelly will contact him for a date.

The next meeting will be August 11, at 7:00 PM.

Village Board Minutes June 2, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With the board members present the agenda was passed on a motion by Dennis Cravillion and seconded by Troy Alsteen.

Todd Every Kewaunee County Highway Commissioner was present to submit the estimate for the road work in the Village. It will be covered half by the LRIP program.

Kelly Pinchart opened the only ashalt bid from Northeast Asphalt it will be covered half by the LRIP program. On a motion by Troy Alsteen and seconded by Dennis Cravillion to accept the bid of $44.90 a ton.

The work will be done in the subdivision and by the County to a total of 1900 feet of paving.

The County also has given the Village 3 bids to do the work in the Village. The first project is to do the Black topping in the subdivision

The second bid is for the Park and the Fire Station crack filling for $4000.00

To fix the problem in the roads of Applewood and Braeburn soft spots for $1500.00.

On a motion by Dennis Cravillion and seconded by Francis Gilson to accept all 3 bids

On a motion by Dennis Cravillion and seconded by Francis Gilson the doors in the Village Board room will be painted for $350.00 by Rick Ledvina.

Bruce will look for someone to change some of the lights at the park since they will need a lift to go up 70 feet in the air.

The bills were reviewed and on a motion by Troy Alsteen and seconded by Francis Gilson were approved to be paid.

Dennis Helwig was present to discuss the updates on the web site and put in for Facebook for the Village and the Fire department.

Cedar Corp will do the work up for the WPDES permit for the Sewer Plant for $4900.00. On a motion by Troy Alsteen and seconded by Francis Gilson to allow Cedar corp do the work.

The minutes were approved on a motion by Francis Gilson and seconded by Dennis Cravillion.

The cost of the Subdivision lots will now be Front row in business $35000.00, second row $25000.00 and 3rd row and regular lots in residential $15000.00. Lots on the West side of the subdivision will be turned into lot and half after they are surveyed and they will be $20000.00.

On a motion by Troy Alsteen and seconded by Francis Gilson the liquor licenses for Moxies Supper Club, TJ Bar and Grill, Jim’s Bar were passed as presented.

Van’s Lumber donated the lumber and Lions put the lumber at the bottom of the fence at the park.

On a motion by Francis and seconded by Troy Alsteen the meeting was adjourned with the next meeting July 14.

Village Board Minutes May 12, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With the board members present the president Kelly Pinchart opened the meeting with residents AL and Candy Thorton present. They would like to put a garage on the lot behind their house. The covenant states that only resident buildings can be on lots. The board will go over the covenant to answer his questions concerning his lot behind his home.

Bruce Depeau told the board that the 1st responders would like a letter from the board concerning the celebration on 1st street and that the board has no problem with the celebration going on on 1st street. There will be a letter sent along with the amount that was budgeted for the 1st responders.

Bruce will look into the County doing crack filling on the driveway at the fire house, basketball court at the park.

The board discussed the County doing the work at the sub division for the LRIP program in the manner of blacktopping some of the roads. Bruce will have to get rid of the weeds along the roads that will be black topped. The bid for the LRIP grand and the work in the sub division will be awarded at the June 2, meeting.

The freshman baseball team is practicing at the park and are not staying on the pitcher’s mound. Bruce talked to the coach and asked them to stay on the mound so there is no damage to the sod.

Bruce will talk to Rob Funk about cutting the lawn in the front of the subdivision.

The Fire department will be looking into repairing the fill site on Church Ave. It cost about $600.00 to get a permit to fix the site and about $600.00 to take the ground away from the site.

On a motion by Troy Alsteen and seconded by Francis Gilson the Bills will be paid as presented.

On a motions by Troy Alsteen and seconded by Francis Gilson the minutes were also passed as read.

Pro Sweep will be paid for doing the street cleaning after he comes back to do the highway and back of Vans subdivision.

The bill for the work at Fameree’s Red Owl sewer lines that are in the road next to the empty lot will be paid to Dorners.

The Liquor licenses for the Casco A’s, 2 licenses for Casco Lions, Church picnic Opicka’s tournament and Casco one Stop were approved on a motion by Troy Alsteen and seconded by Francis Gilson.

LRIP will be started by the County since the bid for the work was approved and will be done and the paper work completed by the end of June.

On a motion by Troy Alsteen and seconded by Francis Gilson to accept the contract for Sleepy Creek for the reassessment cost of $15000.00.

The Village will pay Fameree’s $6000.00 for a portion of their property on 1st street.

On a motion by Dennis Cravillion and seconded by Troy Alsteen to close the meeting since there is no more issues.

Village Board Minutes April 1, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present except Francis Gilson the meeting was brought to order by the president Kelly Pinchart.

The agenda was approved on a motion by Tim Kinnard and seconded by Troy Alsteen.

Mr. and Mrs Thorton were present to ask the board if they could build a garage on the second lot that they bought in the Village’s subdivision. The covenant states that only a building that is a living quarters can be on the lots. This building would be considered an out building and that is not permitted. If they did build it they would put it to the back of the lot so if they wanted to build a home the garage would be part of the home.

If they wanted to combine the two lots so it would be one lot they would have to contact the County to issue a new deed that shows the combining of the lots. The board will have to investigate the covenant to see if they can add a garage.

Bruce was present to discuss the Village and Fire department issues.

One of the Fire Truck needs to be looked at again since the engine has no power. Bruce will have a local person look at the engine.

The County was in the Village with a State man and we have to wrap the Sewer line under the bridge on Church Ave. Bruce will look into this and find a company that can do this.

Bruce had a company contact him concerning street surfacing compared to chip sealing. He will contact other municipalities that have used this. This project might be able to be done with money from the LRIP program. He will check when we are able to get this money and how much.

Bruce also informed the board that the streets will be swept in the Village but will be done later at night. The job can only be done when the worker is done with his day job. The Village saves quite a bit of money using him.

Village Board Minutes March 3, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present except Tim Kinnard the president Kelly Pinchart opened the meeting. On a motion by Troy Alsteen and seconded by Dennis Cravillion the agenda was approved as read.

Bruce informed the board that the County will turn on the sirens again with the winter winding down.

Two new Christmas decorations will be bought because there is only shipping on one.

The cement by the front door at the sewer plant has risen up so the door cannot be opened. It can only be repaired in the late spring or early summer. Bruce enters the sewer plant by the back door.

The sewer line by the Fameree’s Red Owl was not replaced when the building was taken down. There was too much frost in the ground and there are telephone and cable lines there also. Dorner will do the work in the summer.

Bruce will attend a sewer class and meeting in Green Bay with the approval of the Village Board.

Bruce still has some problems with the pagers for the fire department. The problems occur with most of the Fire departments in the County. It is very frustrating for all.

On a motion by Francis and seconded by Troy Alsteen the Feb. minutes were approved as read.

The monthly report from the Casco Fire Department was read by the board with no questions.

The January minutes were read after the changes and on a motion by Troy Alsteen and seconded by Dennis Cravillion were approved as read.

Aging resources wants to use the hall for 7 Tues from 1-3 PM. And the board will ask $150.00 total for the use of the hall and it is a reduced rate. The board on a motion by Dennis Cravillion and seconded by Troy Alsteen approve the rate.

The next meeting will be April 1, at 7:00PM because the election is on the second Tues.

Village Board Minutes February 10, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With the board members present except the Clerk the meeting was opened by President Kelly Pinchart and on a motion by Dennis Cravillion and seconded by Francis Gilson the agenda was approved as presented.

Troy Alsteen will be taking the minutes since the Clerk is not present due to an injury.

Bruce was present to inform the board that the problem on Burke Ave. sewer line was due to the resident’s toilet running all the time.

New BOD meter was bought for the Sewer plant for $1771.00 from NCL lab.

DNR visit at the Sewer plant and they only lacked the phosphorous test from October otherwise the visit went well.

Dorner Inc. is tearing down Fameree’s Red Owl on Wednesday Feb 11. There may be some telephone issues to individual homes and businesses during the demolition.

Dennis Cravillion made a motion and Francis Gilson seconded to replace Sewer line from sidewalk to manhole directly behind Fameree’s which would be approximately 100 feet.

There was a question concerning enforcement of Village ordinances by Kewaunee County Sheriff’s department. Kelly Pinchart will talk to Sheriff Joski about the situation.

Bruce will check with the company who did the street sweeping from last year. He will also check with other companies and get a price quote.

Bruce informed the board that Doug Duescher the assistant fire chief has moved out of the Village. He was on the department for 18 years. The board would like to THANK DOUG DUESCHER FOR HIS 18 YEARS ON THE CASCO FIRE DEPARTMENT.

On a motion by Tim Kinnard and seconded by Troy Alsteen the bills were approved as read.

The minutes were read and the changes are SES Company to repair the panels at the Sewer plant will be in the fall of 2015 on a motion by Tim Kinnard and seconded by Dennis Cravillion.

There is a change in the minutes of the January meeting concerning the dam at Hanmann mill. Bruce informed both the board and Hanmann Mill that if the dam is taken out the Casco Fire Department will lose a water fill site for the fire trucks for fire calls.

With all the changes in the January minutes Tim Kinnard made a motion and seconded by Francis Gilson to approve the minutes.

Cedar Corp agreement of 15 hours of work for $900.00 was approved on motion by TimKinnard and seconded by Troy Alsteen with a report in June concerning the hours used.

Open book will be April 25 from 1-3 PM at the Village Hall.

Board of Review will be May 12 at 7:00 PM.

The next meeting will be March 3 at 7:00 PM

Village Board Minutes January 6, 2015

REGULAR MEETING CASCO VILLAGE BOARD

With all the board members present the meeting was opened by President Kelly Pinchart and on agenda motion by Dennis Cravillion and seconded by Troy Alsteen to approve the agenda.

Bruce informed the board that the controls at the sewer plant are very old and if it goes out we might not find anyone to fix. SES group said they would replace the panel for $6587.00. If the panel breaks in the winter there will be no heat till the panel is fixed and the parts can be found.

Bruce stated that he collects about 109 bags of garbage per week.

The problems with the radios for the 1st responders and fire department are not any better and sometimes worse.

There are 2 firemen that work in Luxemburg and the Luxemburg fire chief asked if the 2 men could go with the fire department during the day. They work in Luxemburg and live in Casco. The board has no problem with that.

Bob Berceau approached that he wants the dam by Hanmann’s Mill taken out. Bruce informed both Bill Hanmann and Bob Berceau and the Village Board that if the dam is taken out the Fire Department will lose a water fill site for the fire trucks for fire calls.

The televising of the sewer lines at Burke and Main has a leak in the pipe.

Bruce informed the board that there were 20 fire calls for the department and 8 of them were in the Village and 12 Mutual aide.

On a motion by Tim Kinnard and seconded by Dennis Cravillion the bills will be paid as presented.

The minutes were review and passed on motion by Tim Kinnard and seconded by Francis Gilson.

A check for $1600.00 will be given to the Fire department because they were over budget for 2014.

The next meeting will be February 10 at 7:00 PM.
